Question by Carmen: Ideas on what to wear at a wedding?
I am 5'3 and have short hair that just touches my neck. Suggest some semi-casual dresses that I can wear to a morning wedding. I feel that a jacket -dress would go well for me. Don't want to buy very expensive dress.

Most important you need to be comfortable in what you have on (I don't mean literally but hey that is an added plus if it that too) If you like suits and your confident there are a lot of store you can buy them when they are on sale. If wearing a dress is what you would prefer but are worried about the price tag many stores have the "last years" rack or the have limited sizes left or just a plain good sale.
Look online at the store you like shopping in and find out when the sales are and try to go and have a look at a slower time so you can get dome assistance form the store or bring someone with you.
