Really? Maybe a tin foil hat would increase your reception.
Either/or does not always apply, sometimes there are more than a few problems at the same time.

Not all of those guys are “alleged”. Jose Padilla for example is a name most every American is going to know. He was convicted.

If you want to try to bride them, go ahead, but even if they are prisoners they still have rights so you’d be committing a crime.

So If a wife pays a guy to kill her husband…they guy she paid should not be held responsible?

That is the line of “reasoning” you are using

Michael is correct. After reviewing the link you provided, your question does not make sense and it has no military relevance. The additional details, which you inappropriately used to denigrate one of the respondents, fail to provide clarification.

In an effort to rescue your question, I would point out that “Alleged” is a weasel word which doesn’t seem appropriate in the 40 cases of terrorism. For example, carrying explosive material in your underwear or parking a bomb filled vehicle in Times Square fails to meet the “alleged” criteria. Just how forcing terrorists to pay or accept money is an issue is unclear.

Yes, even though you didn’t provide any context, I can agree that: “Sometimes there are more than a few problems at the same time.” You should not find that as any kind of revelation.
